The government has confirmed a new “Energy Bills Discount Scheme” for UK businesses, charities, and other public sector energy users from April 2023.
- All eligible UK businesses and other non-domestic energy users will receive a discount on high energy bills until 31 March 2024.
- From 1 April 2023 to 31 March 2024, all eligible non-domestic customers who have a contract with a licensed energy supplier will see a unit discount of up to £6.97/MWh automatically applied to their gas bill and a unit discount of up to
£19.61/MWh applied to their electricity bill. - This news was confirmed on 9th January 2023 – ahead of the current scheme ending in March 2023. The new scheme aims to support businesses over the next 12 months and limit the taxpayer’s exposure to volatile energy markets, with a cap set at £5.5 billion.
ALL ELIGIBLE CUSTOMERS DO NOT NEED TO APPLY FOR THE DISCOUNT.
AS WITH THE CURRENT SCHEME,THIS WILL AUTOMATICALLY BE APPLIED.

- The Energy Bill Relief Scheme has now been backdated to include businesses that signed supply contracts last December (2021) before the invasion of Ukraine. Previously, the scheme for businesses only applied to businesses which signed a contract from 1st April 2022.
- Businesses are still waiting for the support scheme to start as it requires legislation, in contrast to the household package that kicked in on October 1. The government has promised to push through “urgent legislation” this month (October 2022).
HELP FOR BUSINESSES
There will be a new six-month scheme for businesses, charities, schools and colleges (all public sector) which will provide equivalent support to that being offered to consumers.
Businesses will see their energy costs capped for the first time in the United Kingdom.
Prime Minister Liz Truss has announced a new six-month scheme for businesses and non-domestic energy users (including charities and public sector organisations like schools) that will provide an “equivalent guarantee” to British households in tackling the energy crisis.
After the initial six-month scheme, the Government will be providing ongoing support to vulnerable industries. There will be a review in 3 months’ time to consider who needs additional support. Businesses will see their energy costs capped for the first time in the United Kingdom.
The Government has also set out decisive action to tackle the root causes of the issues in the UK energy market through increased supply – ensuring the country is not left in the same position again.
Prime Minister Liz Truss said:
“Extraordinary challenges call for extraordinary measures, ensuring that the United Kingdom is never in this situation again.”
After the passing of Her Majesty, Queen Elizabeth II on Thursday, all Government business is on hold and no further information on the six-month scheme has been provided. We are hoping to get more information for businesses in the weeks following the funeral on Monday 19th September. Once we have more information, we will pass this on to our clients.
HELP FOR TENANTS
Fund extended to heat networks
The Government recognises that millions of households across the UK are struggling to make their incomes stretch to cover the rising cost of living. That is why the government is providing over £15 billion in further support, targeted particularly on those with the greatest need.
This means that almost all of the 8 million most vulnerable households will get £1,200 of one-off support in total this year to help with the cost of living, with all domestic electricity customers receiving at least £400. Those households who do not pay directly for mains gas and electricity – such as those living on heat networks – will also be eligible for support. This support will extend to eligible heat network consumers.
Fund for rural supplies
Those households who do not pay direct for mains gas and electricity – such as those living in park homes or on heat networks – will be no worse off and receive support through a new fund.
